Cone & Graham, Inc. played a key role in the $28 million design-build and construction management at-risk (CMAR) reconstruction of the Inbound/Outbound Parkway and Recirculation Bridge servicing Tampa International Airport (TIA). This complex project involved extensive utility relocations, including FAA communication systems, air traffic control tower fiber optics, Verizon telephone cables, security and revenue fiber optics, water and force mains, high voltage electric lines, street lighting, fuel lines, and fire suppression systems—all within a 24/7 active and operational transportation hub.
The permanent work included full roadway reconstruction, the construction of a severely curved steel beam bridge, extensive landscaping, and tollbooth access ramp reconstruction. The project was completed with a Guaranteed Maximum Price and Shared Savings contract structure, ensuring cost-efficiency and quality. Despite the sensitive and complex nature of the utility relocations, the project was successfully completed in April 2009, providing critical upgrades to TIA’s infrastructure.
