SR 56 Expansion: A Milestone for Pasco County’s Economic Development

At Cone & Graham Inc., we’re proud to be at the forefront of Pasco County’s growth, contributing to the much-anticipated expansion of State Road 56 (SR 56). Earlier this month, as covered by Tampa Bay Times, Pasco County commissioners finalized a series of agreements to widen SR 56 from Wesley Chapel to Zephyrhills. This 6-mile transformation from a two-lane road to a four-lane highway is more than just an infrastructure project—it’s a gateway to economic opportunity for southeast Pasco.

The project, set for completion in 2019, marks the first multi-lane east-west highway across Pasco County. It will connect U.S. 19 and U.S. 301, providing enhanced access from Zephyrhills’ airport and city-owned industrial park to Interstate 75. Commissioner Mike Moore described the partnership as a model for public-private collaboration, recognizing the pivotal role this highway will play in supporting Pasco’s growth.

Collaborative Efforts and Strategic Planning

Achieving this milestone was a team effort. Pasco County officials, private landowners, and FDOT collaborated extensively to bring this plan to life. The county will borrow $22.7 million from Florida’s State Infrastructure Bank to fund the two additional lanes, while FDOT has awarded Cone & Graham Inc. a $35 million contract to design and build the initial two lanes.

Thanks to an innovative funding arrangement, private developers in the area will contribute to the cost over the next two decades through surcharges on new construction, totaling $25 million. In addition, Wesley Chapel Lakes has pledged $2.7 million, and Pasco County will invest just under $1.4 million.

Long-Term Savings and Added Value

By building the additional lanes now, Pasco County stands to save between $10 million and $15 million in potential future permitting, equipment mobilization, and rising construction costs. This efficient approach helps mitigate costs for the county while maximizing the project’s immediate and long-term benefits.

The expansion of SR 56 will support substantial residential development, with four planned communities—Wesley Chapel Lakes, Wyndfields, River Landing, and Two Rivers—potentially adding over 11,000 homes along the corridor. Plans are also underway to locate a district park within the Wyndfields development, adjacent to a future high school at River Landing, adding even more value for residents.
