Cone & Graham was responsible for delivering all phases of the SR 56 Extension, spanning from Meadow Pointe Boulevard to US 301 in Pasco County. Our team handled everything from securing the right-of-way and conducting project development and environmental (PD&E) reevaluations to managing permitting, utilities, design, drainage, and full construction. The project involved creating a four-lane divided roadway with the capacity to expand to six lanes, all within a 250-foot corridor, as designed by KCA.
This critical extension, facilitated by the Florida Department of Transportation, aimed to stimulate economic growth and enhance transportation safety in the rapidly expanding southeastern Pasco County, located just 25 miles north of Tampa. The $60 million, six-mile project featured a range of multimodal components, including a ten-foot multi-use trail on the south side, a five-foot sidewalk on the north, and seven-foot-wide bicycle lanes on both shoulders.
A distinctive "Invitation to Negotiate" delivery method was utilized for the SR 56 project. Initially, the contract covered the design, permitting, and construction of a two-lane roadway and the acquisition of a 6.1-mile, 250-foot wide right-of-way (ROW) corridor. A Public-Private Partnership formed after the project was awarded, allowing Pasco County and local property owners to fund the expansion to four lanes along the entire project length.
Key aspects of the project included the excavation of nearly 1.1 million cubic yards of material, placement of 856,000 cubic yards of embankment, and installation of 61,000 tons of asphalt. Additional infrastructure included 17 stormwater management facilities, 12.2 miles of pedestrian trails and sidewalks, 10 box culverts, and two new bridges. Since opening in July 2019, this corridor has become a hub for development, with over 40 permits for commercial and residential projects issued and more on the way, helping drive economic growth and job creation in Pasco County.
