Overview

Cone & Graham, Inc. played a crucial role in the high-visibility design-build project to reconstruct a flood-prone segment of PGA Boulevard (SR 786) in Palm Beach Gardens. Spanning two miles across the sensitive Loxahatchee Slough ecosystem, this project required a balance between essential roadway improvements and environmental stewardship. The goal was to alleviate roadway flooding, restore hydrologic connections between the Loxahatchee Slough and Grassy Waters Preserve, and mitigate impacts on federally protected wetland species.

The centerline grade of the road was raised to reduce flooding, while innovative design solutions minimized environmental impacts. By reducing the bridge’s length and height, wetland impacts were decreased by one acre. Additionally, the newly designed wildlife crossing under PGA Boulevard created a safer and more effective passage for animals, improving connectivity between habitats. The project also incorporated multiple culverts and a single-span bridge, enhancing water flow to restore the natural hydrology.

The bridge was engineered to allow kayaks and canoes to pass beneath, maintaining recreational access to the waterway. Its lower profile reduced environmental impact, increased durability, and minimized long-term maintenance and project costs. These design enhancements also contributed to shortening the overall construction schedule.

For its environmental sensitivity, innovative design, and contribution to the region’s hydrologic restoration efforts, the project earned a 2018 Design-Build Merit Award from the Design-Build Institute of America (Florida Region). Cone & Graham’s work on this project highlights its commitment to delivering infrastructure improvements while preserving Florida’s unique ecosystems.
